Rust Bitcoin Internals

This crate is only meant to be used internally by crates in the
[rust-bitcoin](https://github.com/rust-bitcoin) ecosystem.

This crate will never be stabilized, depend on it at your own risk.
Introduce bitcoin-internals crate Add a new crate `bitcoin-internals` to be used for internal code needed by multiple soon-to-be-created crates. Add the `write_err` macro to `bitcoin-internals`, nothing else.
