Implement string parsing for `Sequence`

`Sequence` didn't have `FromStr` nor `TryFrom<{stringly type}>`
implemented by accident. This moves a macro for implementing them from
`locktime` module to the `parse` module, renames it for clarity and uses
it to implement parsing for `Sequence`.
