Refactor where statements

Our usage of `where` statements is not uniform, nor is it inline with
the typical layout suggested by `rustfmt`.

Make an effort to be more uniform with usage of `where` statements.
However, explicitly do _not_ do every usage since sometimes our usage
favours terseness (all on a single line).
