Tobin C. Harding 64c31cfb97 Move locktimes and Sequence to primitives ... The `absolute` and `relative` locktimes as well as the `Sequence` are all primitive bitcoin types. Move the `Sequence`, and `locktime` stuff over to `primitives`.
