Improve fee_rate test to kill a mutant 
There is a mutant found in `FeeRate` `to_sat_per_kvb_floor` and `ceil`.

Add to the existing test so that all 6 to_sat floor and ceil functions
are tested.

Bitcoin Units

This crate provides basic Bitcoin numeric units such as Amount.

Minimum Supported Rust Version (MSRV)

This library should always compile with any combination of features on Rust 1.63.0.
