Harding) Pull request description: This work started out, as the branch name suggests, as an effort to use the `hex_lit` crate. But once I got to this stage it seems that the `hex!` macro we have provides different, useful, functionality than the `hex_lit::hex!` macro (it allows usage with non-consts).
