Merge rust-bitcoin/rust-bitcoin#4092: Add `Timestamp` newtype
b3f122b399 Add Timestamp newtype (Tobin C. Harding)

Pull request description:

Bitcoin block headers have a timestamp. Currently we are using a `u32`. While this functions correctly it gives the compiler no chance to enforce type safety.

Add a `Timestamp` newtype that is a thin wrapper around a `u32`. Document it and test the API surface in `api.rs`.

Rust Bitcoin - primitive types.

This crate provides primitive data types that are used throughout the rust-bitcoin ecosystem.

Semver compliance

Functions marked as unstable (e.g. foo__unstable) are not guaranteed to uphold semver compliance. They are primarily provided to support rust-bitcoin.

Minimum Supported Rust Version (MSRV)

This library should always compile with any combination of features on Rust 1.63.0.
